District Leadership

Under New York State law, all schools are overseen by superintendents. New York City has 45 superintendents. Some are tied to the city’s geographic school districts, some to school grade level, and others to the special needs of their students.

All of them, however:

  • Communicate Department of Education policy to both schools and the public
  • Support communities by communicating with:
    • District Leadership Teams (DLTs)
    • Presidents’ Councils
    • Parent Associations (PA/PTAs)
    • Community Education Councils (CECs) and the Citywide Council of High Schools (CCHS)
  • Supervise and evaluate school principals
  • Appoint principals in district schools
  • Approve principal, assistant principals, and teacher tenure decisions
  • Approve school budgets, ensuring they are aligned to the schools’ Comprehensive Education Plan

District Support Team

Districts have staff who can help families. If you cannot resolve an issue or get help at your child's school, you can contact district teams to help. Aside from the superintendent, there are Family Support Coordinators and Family Leadership Coordinators:

  • A Family Support Coordinator is the person you should contact if there is a problem at your child’s school that you cannot resolve with school staff. You should always start at your child's school as outlined on our Connect with Us page, under Get Help.
  • A Family Leadership Coordinator works with groups that support parent-leadership in schools, such as Parent and Parent-Teacher Associations (PA/PTA), School Leadership Teams (SLT) and Community Education Councils (CEC).

Kelly McGuire has been an educator in New York City for almost two decades, including time as an assistant principal and principal in District 2. He was a Deputy Superintendent before taking the helm in District 2 in 2021, stepping up in the middle of the Covid-19 pandemic to help students, families and schools navigate the safe return to in-person learning.

He started his career as an elementary teacher in the Bronx, before becoming the principal of a middle school also in the Bronx. Most recently, Kamar was the deputy superintendent in Community School District 23 and then superintendent of Community School District 13 in Brooklyn, before becoming Superintendent of District 3 in Manhattan.

Kristy De La Cruz has more than two decades of experience on New York City Schools, starting her career at a school Upper Manhattan supporting ESL and bilingual students. She continued that work in the Bronx and spent several years in leadership roles there, including directing supports for multilingual learners for the whole borough, before returning to Manhattan in 2020 to be the Superintendent of District 4.

He then moved on to leadership roles in Manhattan, including leadership experience at the middle and high school level and being the founding principal of a District 5 elementary school. Sean has also worked in leadership development for New York City Schools, helping grow other leaders, something he will continue as the Superintendent of District 5.

Renzo immigrated to New York City as a teenager and graduated from Evander Childs High School, where his passion for education began to take shape. In 2011, Renzo became the principal of PS/IS 366: Washington Heights Academy and continued to serve as a leadership coach in District 6 before becoming Superintendent of District 6.

Jennifer Joynt began her career in New York City Schools over two decades ago as a teacher in District 8. She then founded and was principal of a middle school in the district for a decade before being named the Deputy Superintendent of District 8 in 2017, and then the Superintendent in March 2021. Jennifer has also spent her career looking for opportunities to recruit, advise and train new teachers for New York City Schools.

Harry Sherman has spent over 20 years as an educator and leader in New York City schools, including over fifteen years as a middle school principal in the Bronx. He became the Superintendent of District 9 in 2021, leading the district back from the height of the Covid-19 pandemic and supporting his schools and students with the transition back to in person learning. Harry has also made it a priority to act as a mentor and advisor for new school leaders.

Roberto Hernandez was born, raised, and attended school in the Bronx. He has served in various roles throughout his over twenty-seven-year career within NYCPS. Roberto began his teaching career as a special education teacher and assistant principal, master principal, and most recently served as the High School for Teaching and Professions principal in the Bronx before becoming Superintendent of Community School District 10 in the Bronx.

She started teaching in District 16 before becoming the founding principal of an elementary school in Brownsville, Brooklyn. Meghan joined District 13 as Deputy Superintendent in March 2020 where she has worked to secure state and federal grant funds and resources to support greater equity across the district. She is excited to continue her work of partnering and collaborating with the District 13 Community as Superintendent.

Dr. Tamra S. Collins has been an educator for over 20 years. Throughout her journey in education, she has been a teacher, dean of students, math coach and assistant principal. She then moved on to be the founding principal of a middle school which she developed and designed to prepare students for high school, college, and future careers, and to empower them to become advocates for social justice. A NYC DOE career educator for over 35 years, she has worked as a classroom teacher, coach, assistant principal, principal and district administrator, as well as leadership positions at the Central Office. Hoa Tu

Hoa Tu began her service to New York City Schools as a high school science teacher. She later went on to be the founding principal of two secondary schools. Most recently, Hoa has served as a Deputy Superintendent in the Bronx and for Brooklyn high schools, before becoming the High School Superintendent for Queens North.

Josephine Van-Ess

Dr. Josephine Van-Ess began her career in New York City Schools as a middle school English teacher in Southeast Queens. She then spent time as a middle school assistant principal before becoming a high school principal in 2015. Most recently, Josephine was the Deputy Superintendent in District 23, before being named the High School Superintendent for Queens South.

Alan Cheng

Dr. Alan Cheng has over fifteen years of experience in New York City Schools. He started as a math teacher and internship coordinator at a Manhattan high school, before becoming assistant principal and then principal. He became the Deputy Superintendent for Consortium, International and Outward Bound Schools before moving up to Superintendent in 2019.

Fred Walsh

Fred Walsh has been serving New York City schools for over 25 years. He started his career as a high school teacher in Brooklyn and Manhattan, later serving as an assistant principal and principal. Fred also worked as a coach for other school leaders and school staff before becoming the High School Superintendent for CUNY and Urban Assembly in 2014.

Noah Angeles

Dr. Angeles has been working in and supporting New York City schools for over 15 years. This includes 8 years as a principal in Queens. Dr. Angeles is a co-founder of the Gray Fellowship for Principal excellence, which supports principals in leadership practices and has recently served as a facilitator for the Assistant Principal Leadership Institute hosted by the DOE Office of Leadership.

John Sullivan

John Sullivan began his career as a high school English teacher in the Bronx almost three decades ago. He served as an assistant principal and principal before becoming the Deputy Superintendent for Transfer High Schools in 2016, before becoming the Superintendent.
